The Mahadevi Verma Shramik Pustak Kraya Dhan Yojana (MVSPKDPY), launched by the Government of Uttar Pradesh in the year 2022, is a commendable initiative aimed at empowering the daughters of construction workers. Understanding the financial challenges faced by these families, the scheme provides a one-time grant to purchase books for higher education. This financial assistance proves to help reduce the burden on these families to some extent and allows these young women to focus on their education journey. By facilitating their access to the necessary reading material, MVSPKDPY encourages a culture of higher education in this community and paves the way for the daughters of construction workers to achieve their educational goals.
Objective of the Scheme
The main objectives of this scheme are as follows:
- Socio-Economic Development of Workers: To raise the socio-economic status of workers through education.
- Dissemination of Knowledge: To provide knowledge and skills to the workers so that they can become more efficient and productive.
- Increasing Interest in Literature: To increase interest in literature among workers and motivate them to read.

- Respect in Society: Educated workers have more respect in society.
- Financial Assistance: One-time allowance of ₹7,500/- per candidate (for postgraduate candidates).
Eligibility
- The worker should be employed in an establishment registered under the Shops and Commerce Establishments Act, 1962 or the Factories Act, 1948 in Uttar Pradesh.
- The worker’s monthly salary (basic salary + dearness allowance) should not exceed ₹15,000/-.
- The worker should have completed at least six months of continuous service in the establishment/factory and should be in service at the time of application.
- Only two daughters of the worker will get the benefit of the scheme. If the worker herself is a woman, she will get the benefit. If both parents are employed as workers in the factory/establishment, only one will get this assistance.
Application Process
- Step-1: Visit the official website of the Uttar Pradesh Labor Welfare Board https://skpuplabour.in/.
- Step-2: Select the “Labor Application” option from the homepage.
- Step-3: Proceed with the “New User Registration” option for new users. Fill out and submit the registration form correctly. The system will generate a unique user ID and password, which will be sent to the registered mobile number.
- Step-4: Log in to the portal using the given credentials.
- Step-5: Choose the relevant scholarship scheme from the available options. Fill out the application form carefully, making sure all the details are correct and complete. Upload a recent photo of the applicant. Finally, submit the application form for further processing.
- Step-6: Get a printed copy of the duly submitted application form for future reference.
- Step-7: Submit the application form to the concerned educational institution and factory/establishment for verification and authentication.
- Step-8: Login again using the registered user ID and password. Go to the “Scheme Application Details” section and upload the scanned copy of the verified application form along with the required supporting documents. Save the information for successful submission.
- Step-9: After successful verification and authentication of the application, the scholarship amount will be disbursed to the beneficiary’s bank account. The beneficiary will be notified through an SMS on the registered mobile number.
- Step-10: Applicants can track the status of their application by selecting the “Application Status” option on the portal.
Required Documents
- Attested copy of the filled online application form related to the scheme.
- Readable self-attested copy of the beneficiary’s bank passbook (with IFSC code of the bank).
- A readable copy of a ration card, family register or other government record confirming the relationship of the dependent.
- Readable attested copy of the Aadhaar card of the father and mother of the beneficiary.
- Attested copy of fee receipt of the course admitted.
