India Elected to GlobE Steering Committee

Context:

In a recently held plenary session in Beijing, India was elected to the 15-member Steering Committee of the GlobE Network.

About the GlobE Network

  • The Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) is an initiative launched under the G20 framework to tackle international corruption and financial crime.
  • It's a network of anti-corruption law enforcement authorities from UN Member States and other countries that are parties to the UN Convention against Corruption (UNCAC). 
  • The GloBE Network was officially launched on 3 June 2021 during a special event at the UN General Assembly Special Session against Corruption (UNGASS). 
  • The Network is governed by its members and is supported by the United Nations Office against Drugs and Crime (UNODC) which provides the Network’s secretariat. 
  • It provides a platform for international cooperation to combat cross-border corruption.
  • Membership: 121 member countries; 219 member authorities.
  • Up to three law enforcement authorities specialized in combating corruption per country can become members of the Network. 
  • It is governed by a chair, vice-chair, and thirteen committee members who guide the organization.

Functions:

  • Enables global agencies to exchange best practices.
  • Facilitates sharing of criminal intelligence.
  • Helps devise strategies to fight corruption.

India’s and The GlobE Network:

  • India has supported the Global Network initiative since 2020.
  • During its G20 Presidency in 2023, India adopted two important principles to enhance ‘global anti-corruption efforts’ by leveraging the GlobE Network.
  • Election to Steering Committee: India’s election allows it to actively contribute to global efforts in combating corruption and facilitating asset recovery.
  • Valuable Expertise: India’s experience in tackling corruption will benefit the GlobE Network.
  • Central Authority: The Ministry of Home Affairs (MHA) is the Central Authority for the GlobE Network in India.
  • Member Authorities: The Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) represent India in the network.
